자치단체장의 개인적 특성과 지역특성이 지방정부의 정보화인력에 미치는 영향

본 연구는 우리나라 자치단체의 정보화인력에 영향을 미치는 요인으로서 자치단체장의 개인적 특성과 지역특성에 초점을 맞추고, 자치단체장의 개인적 특성과 함께 자치단체의 종류 및 인구, 고령인구, 국민기초생활보장수급자, 공무원 수, 예산 등의 지역특성이 정보화인력에 어떤 영향을 미치는지를 실증분석을 통해 파악하였다. 분석결과 자치단체장의 개인적 특성은 연령만이 정보화인력에 영향을 미치는 것으로 나타났으며, 60대를 포함한 50대 이상보다 40대를 둔 자치단체에서 정보화인력에 많은 비중을 두고 있는 것을 알 수 있었다. 자치단체의 종류에서는 규모가 큰 자치단체, 도농형보다 도시형 자치단체에서 정보화인력이 많은 것으로 분석되었으며 인구, 공무원 수, 그리고 예산이 많은 자치단체에서 정보화인력에 많은 비중을 두고 있는 것으로 나타난 반면 고령인구가 많은 자치단체에서는 상대적으로 정보화인력이 적은 것으로 분석되었다. 본 연구에서는 연구를 통해 정보화업무를 창도적으로 이끌어가기 위해서는 상대적으로 젊은 자치단체장이 적합한 것으로 추정되며, 정보화를 기반으로 고령인구에 대한 행정서비스를 보다 적극적으로 대응하기 위한 조직구조와 인력에 대한 제고가 요청된다는 점을 제안하였다.
Abstract
This study had identified through empirical analysis that the personal traits of chief executive officers with the type of local governments and the regional characteristics such as the population, aging population, national basic livelihood guarantees, officials, and budget that have affected the informatization manpower in the local governments of Korea. The results of this study are as follows: the personal traits of chief executive officers had an effect on the informatization manpower in local government. All of them are in their 40s. The informatization manpower in this type of local government had an effect in the largest local government and in the urban local government than in the town and country. The population, officials, and budget in local government had a positive impact, but the aging population had a negative impact on the informatization manpower. The result of this study suggested that the age of chief executive officers and their regional characteristics was their fundamental factors and how they affect the differences of informatization manpower in the local government.
