주일미군 후텐마 기지의 재배치에 따른 딜레마 분석
An Analysis on Policy Dilemma in the Location of Military Facilities: Focused on the Relocation of Futenma Base in Okinawa

초록
본 연구는 오키나와 후텐마 기지이전과 관련하여, 1996년 SACO 최종보고서에 의한 오키나와 후텐마 기지의 반환 표명에 이어, 2006년 미일안전보장협의위원회(2+2)의 주일미군 재편에 대한 최종합의, 후텐마 현외 이전을 공약으로 내건 민주당의 집권으로 2006년 합의사항 백지 재검토 지시 그리고 미국의 반대로 다시금 기존 현내 이전을 준수한다는 2010년 5월 미일 공동성명에 이르는 과정을 딜레마 상황으로 규정하여 일본정부의 대응과정을 분석하였다. 구체적인 연구내용으로 첫째, 오키나와의 후텐마 기지이전과정에서 딜레마를 발생시킨 요인은 무엇이었는지 둘째, 후텐마 기지이전과 관련한 딜레마 상황을 구성하는 구조적 특징은 무엇이었는지 셋째, 딜레마 상황에서 일본정부의 대응과정은 어떠했는지를 고찰하였다. 연구범위는 후텐마 기지이전과 관련하여 1995년 오키나와 미군 소녀폭행사건이 미군기지 갈등에 기폭제가 되어 1996년 일본정부가 오키나와 현 기노완시 한가운데 있는 후텐마 기지를 나고시 헤노코 해상으로 이전하겠다는 결정을 내린 이후부터 현재까지이며, 중점적으로는 2009년 민주당 정권의 출범 이후부터 분석하였다.
Abstract
The purpose of this study is to explore the government reactions in policy dilemma situation analyzing the case of Futenma at Okinawa in Japan. We have set the dilemma theory analyzing specifically how the government coped with the dilemma situation that took place in the decision-making process about the relocation of Futenma base. Following are the topics of the research set to analyze the answer of research purpose proposed above. First, what are the factors triggering the dilemma situations the decision-making process with the relocation of Futenma Base. Second, what are the causes of dilemma created by the contradictions in social change, influences of policy participants and coordinating capability of the government. Third, what are the political measures of the government corresponding to certain dilemma situation.
