탐방로관련 현행 법제도와 관련 법안평가 - 생활체육, 문화관광 그리고 힐링 -

Modern society has rapidly been changed and the obligation of government also has changed. Government has duty to provide basic social structure and legal framework to protect and promote right of happiness and human dignity. Hiking or waking tour become one of hot trends so that many local governments, central government and NGO funded by public fund rushed to build new trails but they did not pay attention to providing a maintaining system and the complex national plan of the Korean walking trail. Walking trail tour is different than other tour. During a walking tour, people can relax, meditate and enjoy local landscape and culture. Now it is time to pay attention to make better legal system for the Korean walking trail and hiking. Walking tour can be a bridge between rural and urban citizen. To solve overlapping investment on trail construction and the lack of the efficient systematic plan of Korean tail system, a bill was introduced last legislature period but it was failed. Local governments and central agencies have to work together and cooperate to solve the trail related problems. If the bill of Korean trail is enacted, participation of private sector and the public fund for trail is legally guaranteed and a transparent fund distributing process are required when give a subsidy or get the public fund. Private organizations related working tour and new jobs are generated and walking tour experience can be a chance to understanding different culture, life style and social condition between rural area and urban area. Walking tour is one of typical low-carbon emission tour and healing moment for Korean so that we need to give encouragement and advice with attention and affection for the bill to be passed.
