복권산업이 우리나라 경제에 미친 파급효과
The Spillover Effects of Lottery Industry in Korean Economy

본 연구는 복권산업에 관련된 기초연구로서 복권산업에 경제에 미친 파급효과를 추정하는 것을 목적으로 한다. 산업연관분석 방법을 활용하여 복권기금의 지출과 복권사업의 운영에 따른 경제적 파급효과를 정량적으로 추정하였다. 자료획득이 가능한 최근 7년 동안 법정배분사업은 약 3조 5천억원의 생산유발, 1조 5천억원의 부가가치, 그리고 2만 9천여명의 취업유발 효과를 발생시켰다. 공익사업의 경우 동 기간에 약 8조 천억원의 생산유발, 4조 천억원의 부가가치유발, 6만 2천여명의 일자리를 만드는 효과가 있는 것으로 분석되었다. 복권사업 운영에 있어서도 경제적 파급효과가 야기되는데 생산유발은 약 4조 3천억원, 부가가치는 2조 4천억원, 취업유발은 3만 천여명의 효과가 있는 것으로 추정되었다. 이를 산업별로 살펴보면 ‘부동산 및 사업서비스’에서 가장 파급효과가 큰 것으로 분석되었으며 ‘건설업’, ‘교육 및 보건’ 산업에서도 파급효과가 크게 분석되었다. 그 외에 우선 당첨금에 따른 소비, 투자 등의 경제활동에 의해 유발되는 생산, 부가가치, 취업 등의 효과를 예상할 수 있다. 복권은 소득분배에도 영향을 줄 수 있고 정부의 안정적인 재정확충 방안으로 활용될 수 있으며, 가계부채와 사회복지 등의 분야에도 긍정적인 영향을 미칠 수 있다.
Abstract
In this paper, we explore the spillover effects of lottery industry on production, value added, and employment. Using an input-output analysis we quantitatively examine how expenditures of lottery funds and management of lottery industry influence the economy, and predict the possibility of other potential impacts. During the 7 years of 2005-2011, we find that legally allocated lottery funds generated three trillion and five billion wons of production, one trillion and five billion wons of value added, and 29,000 new jobs. In the same time period, lottery funds for public services induced eight trillion and one billion wons of production and four trillion and one billion wons of value added, and created 62,000 jobs. We analyze that the management of lottery industry also induced four trillion and three billion wons of production, two trillion and four billion wons of value added, and 31,000 new jobs. We find that lottery industry has the greatest impact on real estate and business services, followed by construction, education, and public health sectors. In addition, consumption and investment made by lottery prize winners can expand production, added value, and employment. Lottery can influence distribution of income, be a reliable financing means of government expenditures, and impact household debt and social welfare.
