지방세 지출이 지역경제 및 지방세 수입에 미치는 영향 분석
An Analysis of the Impact of Local Tax Expenditures on Local Economy and Local Tax Revenues

본 연구는 1990년부터 2010년까지 시계열 자료와 15개 시․도의 횡단면자료로 구성된 패널자료를 이용하여 지방세 지출과 지방재정 지출이 지역경제에 미치는 영향을 분석하였다. 이와 더불어 지방세 지출이 지방정부의 지방세 수입에 미치는 영향을 분석하였다. 분석결과의 주요내용은 다음과 같다. 첫째, 지방세 지출과 지방재정 지출은 지역경제에 긍정적인 효과를 주는 것으로 나타났다. 하지만 전자에 비해 후자의 효과가 더 크게 나타났는데 이는 규모의 차이와 지방세 지출과 지방재정 지출의 성격의 차이에서 비롯된 것으로 판단된다. 둘째, 지방세 지출은 시차를 가지고 지방세 수입에 긍정적인 영향을 주는 것으로 나타났다. 지방세 지출이 증가하는 경우 지역경제에 긍정적인 영향을 주고 이는 지방세 수입을 증가시키지만 그 효과는 그리 크지 않은 것으로 나타났다. 셋째, 지방세 지출과 지방재정 지출이 지역경제에 미치는 영향을 수도권과 비수도권으로 나누어 분석한 경우 수도권에서는 지방세 지출과 지방재정 지출 중 투자적 지출은 지역경제에 영향을 주지 못하는 것으로 나타났다. 이에 반해 비수도권은 지방세 지출과 지방재정 지출이 지역경제에 긍정적인 영향을 주는 것으로 나타났다. 넷째, 지방자치제도 실시 전과 후를 구분하여 분석한 결과 지방자치제도가 실시되기 전의 경우 지방세 지출과 지방재정 지출 중 투자적 지출은 지역경제에 영향을 주지 못하였으나 지방자치제도가 실시된 후 지방세 지출과 지방재정 지출 모두 지역경제에 긍정적인 영향을 주는 것으로 나타났다.
Abstract
The purpose of this study is to analyze the impact of both local tax expenditures and local expenditures on local economy utilizing the pooling data set of local governments from 1990 to 2010. We also analyze the impact of lagged values of local tax expenditures on local tax revenues. We obtain following results. First, both local tax expenditures and local expenditures have positive impact on local economy, but the latter has greater impact than the former, which seems to be due to both size and characteristic differences. Second, lagged values of local tax expenditures have positive but small impact on local tax revenues. Third, while local tax expenditures and investment expenditures have no impact on local economy in the metropolitan area, both local tax expenditures and local expenditures have positive impact on local economy in the non-metropolitan area. Fourth, while local tax expenditures and investment expenditures have no impact on local economy before the enforcement of local autonomy system, both local tax expenditures and local expenditures have positive impact on local economy after the enforcement.
