동기부여와 사기의 관계에 관한 시론적 연구: 인구통계학적 변수의 조절효과를 중심으로
An Introductory Study on the Impact of Morale on the Motivation of Civil Servants : Focused on the Moderating Effects of Demographic Variables

본 연구는 공무원의 동기부여와 사기와의 관계에서 두 변수 간에 영향을 주는 변수들을 찾아내는 것이 목적이다. 연구결과는 다음과 같다. 첫째, Maslow의 이론에 입각한 동기부여의 다양한 요인들을 요인분석한 결과 우리나라 중앙부처 공무원은 Alderfer가 제시한 ERG이론과 유사하게 인식하고 있는 것으로 분석되었다. 즉, 존재의 욕구, 성장의 욕구로, 관계의 욕구로 분류되었다. 그러나 이러한 요인들이 사기에 영향을 미치는지 회귀분석한 결과, 존재의 욕구, 성장의 욕구는 통계적으로 유의하게 나타났지만(p<.001), 관계의 욕구는 통계적으로 유의하지 않았다(p>.05). 둘째, 인구통계학적 요인들로 위계적 조절회귀분석을 실시한 결과, 근무년수는 사기에 독립변수에 영향을 주나, 동기부여요인과 사기 간에 조절효과는 나타나지 않았다. 입직경로는 사기에 영향을 주지 않았고 동기부여요인과 사기 간에 조절효과도 나타나지 않았다. 연령은 사기에 독립변수로서 영향을 주고 더불어, 동기부여요인과 사기 간에 조절효과를 나타내었다. 특히, 관계의 욕구에 보다 강한 조절효과를 주는 것으로 나타났고, 그 부호가 (-)로 나타나 연령이 높을수록 관계의 욕구에 대한 만족도가 부정적으로 나타나는 것으로 보인다. 연구의 이론적 시사점은 중앙부처 공무원들의 동기부여 이론은 Alderfer의 ERG이론의 적용할 수 있다는 것과 다양한 인구통계학적 변수와 사기양양 요인과의 상호작용의 효과를 분석한 것이다. 정책적 시사점은 향후 공직의 사기양양 방안으로 연령의 요소에 대한 세부적인 고려가 필요하다는 점을 밝혀낸 것이다.
Abstract
This study purposes to find variables that influence between motivation and morale of public servants. Based on the results in this study, (1) Korean public servants was recognized factors of motivation government such as existence needs, relatedness needs and growth needs, similarly with ERG theory by Alderfer. The results of regression analysis, it showed existence needs and growth needs were significant statistically(p<.001). But social needs were not significant statistically(p<.05). (2) (2) The result of hierarchical regression analysis with demographic factors, it showed working years affect morale, but between the motivation factors and morale, moderating effect didn't appear. Career path never influenced to morale and didn't appear the moderating effect. Age influenced to morale and moderating effect appeared. Especially it showed stronger moderating effect, in case of social needs. The implication of this study is following, In order to improve the treatment of the public servants, Government should reflect a variety of demographic characteristics. Differentiate motivation plan by demographic characteristics help public servants to improve morale.
