합리적인 경찰인력 배분을 위한 경찰조직의 효율성 분석

In this research, we empirically assessed relative efficiencies of 16 Korean police district agencies from 2007 to 2011 by data envelopment analysis(DEA) in order to find rationale for the efficient allocation of police forces. Findings of this research can be summarized as follows. In terms of overall efficiency, Gyeonggi, Gwangju, Kyungnam, and Seoul appear to be efficient. But Chungbuk․Chungnam, Chunbuk․Chunnam, Kyungbuk, Jeju, and Kangwon appear to be relatively inefficient based on their relatively low technical efficiency scores. Meanwhile, Seoul seems to be relatively inefficient, if we exclude one variable from output variables, which is the total number of police forces mobilized against demonstrations. It implies there is scale inefficiency to a certain level in consisting of police forces at the district agencies. In addition, the result shows several district agencies need to increase output or reduce input for the efficiency from the point of bench marking agencies including Gyeonggi, Gwangju, and Kyungnam. We compared results with police force allocation of each agency’s head quarter-police stations-police boxes for the past 5 years, discovering the decrease of police forces of police stations and police boxes is related with the low efficiency scores. Based on the research findings, to maximize efficiency of police district agencies, we can propose various measures, including reinforcement of police forces in police stations and police boxes and reconsideration about an appropriate level of public security forces. Also, reassignment of police forces and development of a performance indicators for the efficiency management can be recommended.
