FTA 활용도 향상을 위한 당면 정책과제의 연구

초록
우리나라가 체결한 FTA의 활용도 향상을 위한 당면 정책과제가 무엇인가를 파악하기 위한 본 연구는 2012년 11월을 전후하여 16개 무역업체에 대한 심층조사를 토대로 이루어졌다. 이번 사례조사에서 특징적으로 확인된 바는 조사대상 업체 대부분이 FTA에 본격 관심을 갖기 시작한 시점이 2011년 7월의 한-EU FTA 발효전후부터였다는 점과, 현 시점에서 이들 업체들은 전반적으로 FTA 활용에 대해 긍정적 평가를 하고 있다는 점이었다. 16개 조사대상 업체들 가운데 56.3%가 가시적 성과를 거두고 있고, 나머지 기업들도 가시적이진 않더라도 수출물품의 가격경쟁력이 강화되고 있다는 점에서 FTA 활용에 대해 긍정적 평가를 하는 것으로 분석되었다. 조사결과 분석을 토대로 FTA의 활용을 제고시키기 위해서는 FTA 활용과 관련한 중점정책 변화의 필요성이 있다는 점이 지적되었다. 본 연구에서는 현 시점에서 주요한 정책과제로 첫째, FTA 원산지규정 및 증빙자료 보관 복잡화 문제의 해결, 둘째, 중소기업의 정확한 원산지정보 및 자료 유통의 원활화, 셋째, FTA 활용도 제고를 위한 유효 타켓의 조정, 넷째, 개발도상 FTA협정국과의 협력 강화, 다섯째, FTA 관련 전문인력의 효과적 양성, 여섯째, 단계별 맞춤형 교육서비스와 유효한 정보의 제공 등이 제시되었다.
Abstract
This study is aimed to suggest problem solution for better FTA utilization through recent survey from 16 trading companies. A point brings big attention is that most companies began to have meaningful interest in FTA on or about FTA roll-out between Korean and EU in July 2011, and they are of view that use of FTA is positive. 56.3% of the interviewed companies replied that their operations have been improved because of FTA and the others evaluate that they are gaining competitive edge even though their bottom lines have not improved meaningfully. This survey results suggest followings for FTA promotion : 1) Solution of difficult FTA origin provisions and keeping origin evident documents 2) Facilitation of SME's commodity origin data obtaining and related information distribution 3) Modification of effective target for enhancement of FTA utilisation 4) Strengthening cooperation between/among FTA under negotiation countries 5) Raising FTA experts with more effective ways 6) FTA training and information providing according to level of traders.
