대학입학사정관제도 정책형성단계에 대한 평가 연구

본 연구의 목적은 입학사정관제가 안정적인 정착에 실패하고 있는 원인을 정책형성단계에 초점을 맞추어 분석하는 것이다. 그 원인이 입학사정관제 정책형성단계에서 이미 정책실패 요인을 안고 있었기 때문이 아닌지의 여부를 알아보기 위해 정책형성단계에서의 정책실패 요인을 분석틀로 사용하였다. 분석 결과, 정책설계의 오류(정책처방과 결과 사이의 인과경로에 대한 판단오류, 기존 정책과의 충돌 가능성), 정책추진 전략의 과도한 단순화 및 합리화(정책처방의 경직적‧급진적 적용, 정치적 요소의 개입), 유관 집단의 의견수렴 부족(정책대상자의 정책내용에 대한 소망성 부족, 정책에 내포된 가치에 대한 사회적 수용성 미흡), 안정적‧지속적 정책집행을 위한 환경 조성 미흡(정책집행 수단과 자원의 부족, 법적‧제도적 뒷받침의 부족) 등 정책형성단계에서의 정책실패 요인들이 존재했던 것으로 나타났다. 이러한 정책실패 요인들은 정책집행 과정에서 정책 추진력을 약화시키고, 정책의 내실을 기하지 못하도록 만들며, 지속가능성을 낮추는 결과를 가져왔다.
Abstract
The purpose of this study is to analyze why the consolidation of admission officersystem has failed focusing on policy formation phase. In order to figure out whetherthe causes were inherently laid in the policy formation, the factors of policy failurein policy formation phase are analyzed. It has been revealed that several factors ofpolicy failure were inherently laid in the phase of policy formation. The factors are,(1) error in policy design (wrong judgment on causal path between policy treatmentand expected results, possibility of crash against the existing policies), (2)oversimplification and rationalization of policy implementation strategy (strict andradical application of policy treatments, intervention of political factors), (3) lack ofconvergence of opinions among related groups (lack of desire among policyexecutives about the policy, lack of social acceptability about innate values of policy),(4) insufficient creation of environment for stable and sustainable policyimplementation (lack of tools and resources, lack of legal and institutional support). These factors weaken the policy drive in the policy implementation process, preventpolicy from ensuring substantiality, and lower the policy sustainability.
