대출규제가 가계대출에 미치는 영향 분석

본 연구는 가계부채의 결정요인들을 공적분 분석을 통해 장기적인 관점과 오차수정모형을 통한 단기적 관점에서 분석하였다. 아울러 LTV와 DTI 같은 대출규제들을 모형에 포함하여 분석하였다. 즉, 장기적인 관점에서 오차수정항에 규제가변수를 추가하여 가계부채가 LTV와 DTI 같은 규제에 의해 균형상태로 회귀하는데 어떤 영향을 받는지를 동태적으로 분석하였다. 장기적으로 실질국민소득과 실질주택가격이 실질가계대출을 확대시키는 반면에, 실질가계대출금리는 실질가계대출을 감소시키는 것으로 나타났다. 단기적으로는 현분기 실질주택가격과 경제성장률이 실질가계대출을 확대시킨 반면에, 물가상승과 LTV 및 DTI 규제, 그리고 오차수정항은 실질가계대출을 감소시키는 것으로 나타났다. LTV와 DTI를 가변수로 투입하여 분석한 모형에서는 LTV와 DTI 규제가 단기적으로는 실질가계부채를 감소시키는 효과가 있었지만, 장기적으로는 실질가계대출이 균형상태로 회귀하는 것을 지연시키는 효과가 있는 것으로 나타났다. 따라서 정책당국은 LTV와 DTI 규제의 부정적인 효과를 고려하여 장기적인 수단으로서의 금리조정과 단기적인 수단으로서의 대출규제를 통해 가계부채 문제를 해소할 수 있는 최적의 정책조합(policy mix)을 구사할 필요가 있다.
Abstract
In this paper we analyze the determinants of the real household loan, using both long-run cointegration analysis and a short-run error-correction model. In addition, the model includes the dummy variable as the LTV and the DTI regulations in order to analyze the adjustment coefficient of the long-run equilibrium error term. The model analyzed how the adjustment of the long-run equilibrium error term is delayed by the LTV and the DTI regulations. We find that in the long run the change of the real household loan depends positively on the real housing price, the real national income, and negatively on the real interest rate. In the short run it depends on positively on the change in the real housing price, the economic growth, and negatively on the inflation, the LTV regulation, the DTI regulation and long-run equilibrium error term. Thus, it is evident that the LTV and the DTI regulations contributed to controlling the expansion of the household loan in the sort run. However, the LTV and the DTI regulations delayed the return of the long run equilibrium. Thus, the government needs to apply the optimal policy mix of the monetary (interest rate) policy as a long run tool and the regulation policies as the short run tools under the consideration of the negative effect of the LTV and DTI regulations.
