유니버설디자인 관점의 재해약자(災害弱者) 배려를 위한 디자인 유의점

연구배경 세계적으로 대규모재해 발생이 증가하는 추세에서 자력에 의한 피난행동이나 위험회피가 곤란한 재해약자에게서 상대적으로 희생이 많아지고 있다. 본 연구는 재해 피해를 감소시키고, 인명손실을 줄이려는 위기관리 시스템에 있어서 디자인 관점의 문제해결 기여 가능성 모색으로 유니버설디자인 개념이 적용된 재해약자 배려점 도출을 연구목표로 하고 있다. 연구방법 연구절차의 첫 번째로 해외에서 발생한 재해 사건에 있어서 ‘응급피난행동’과 ‘대피소생활’에 관한 정황을 중심으로 문헌정보, 재해현장 르포 및 다큐멘트 영상 등, 경험 기반의 2차 자료를 수집하였다. 두 번째로 수집된 자료 가운데 재해약자가 직면하는 주요 불편요소 파악을 위해 친화도법과 같은 내용분석을 통해 질적연구방법을 사용하였다. 최종적으로는 재해약자를 포함한 다양한 처지의 사용자를 반영하기 위해 방재 유니버설디자인 개념을 정립하고 재해약자를 배려하기 위한 디자인 유의점을 도출하였다. 연구결과 재해약자가 느끼는 주요 애로사항에 대해 ‘위기상황 인지 및 재해정보 이해와 판단 곤란’, ‘자력에 의한 신속하고 안전한 피난행동 곤란’, ‘라이프라인 단절로 인한 생활유지 곤란’, ‘공동피난시설 환경에 대한 적응 곤란’ 등의 4가지 불편원인으로 대별하였다. 또한 4가지 불편원인에 대한 대표적 디자인 유의점 8개 항목과 세부 유의점 21개 항목을 도출하였다. 결론 재해약자가 겪는 불편한 점은 중복되기 쉽고, 재해약자의 잠재적 장애가 커지는 경우도 나타난다. 따라서 재해로 인한 피해를 크게 겪을 수 있고 재해로부터 각종 회복이 늦어지기 쉬우므로 재해환경과 재해약자의 특성을 이해한 디자인 기획과 제공이 필요하다. 본 연구가 재해약자의 피해를 감소하고 재해 대응력을 갖춘 디자인 제공을 위한 기초자료로 활용될 것을 기대한다.
Abstract
Background The purpose of this study is to induce considerations for people vulnerable to disasters to which a universal design concept is applied in order to search for the contribution of a risk management system to reduce the losses and damages to properties and humans from disasters. Methods Multiple cases were collected such as document information and documentary videos focusing on disaster damage phenomena and people vulnerable to disasters through disasters overseas. Finally, we defined the concept of a universal design and induced design cautions to take into consideration people vulnerable to disasters. Results Inconveniences that people vulnerable to disasters felt were classified as the following 4 categories: ‘information’, ‘evacuation behavior’, ‘life maintenance’ and ‘adaptation to disaster environments.’ Additionally, 8 representative design cautions and 21 detailed cautions were induced. Conclusion Inconveniences that people vulnerable to disasters experience can be easily repeated and thus aggravate potential handicaps. Therefore, as they may experience damages in greater severity than other people and the restoration periods following disasters can be prolonged, it is needed to plan and provide designs reflecting an understanding of disaster environments and the characteristics of people vulnerable to disasters.
