자율방범대 설치･운영 법률 제정안 비교분석:자원봉사 관점에서

Conventional centralized crime control policy has now reached the limits. Police alone can not solve the various forms of crime problem effectively. Crimes before they occur, with the focus on crime prevention and reduction policies are gaining popularity today. In this context has emerged the Volunteer Crime Prevention. State and local governments has to accept the establishment of Volunteer Crime Prevention Unit(VCPU) to compensate the lack of police resources as means for community based autonomous crime prevention activities. On the other hand local citizen themselves gradually have conceived that they are responsible for the security of their own community. So the installation of VCPU has increased rapidly, now to the present 3,917 Units. 100,517 citizens are participated in the volunteer crime prevention activities(Sep. 2012). It means VCPU personnel has become an important supplement. The problem is that in 2013 over 100,000 people already participate in crime prevention activities, but without any legal support or regulation. To improve this situation, the need for self-awareness, crime prevention activities governed by the rule of law and a variety of national legislation was discussed respectively. Related to the current needs of legal basis, 7 legislation drafts are submitted to the National Assembly. This paper analyzes this proposed legislation especially 12 legislative issues such as mission, eligibility etc. by utilizing analytical framework as follows : Locality, Co-production, Accountability, Volunteerism, Feasibility.
