초록
본 연구는 4대 사회보험인 산재보험, 건강보험, 연금보험, 고용보험이 통합징수 되기까지 시기별 이해관계자들 간의 입장을 정책네트워크 개념을 활용하여 분석하였다. 이를 위해 본 연구는 정책행위자를 청와대, 국회, 정부부처, 공단노조로 구분하였다. 초기에는 부처 이기주의로 인한 이견과 사회적 분위기에 따른 공단노조의 구조조정에 대한 방어, 정치권의 소극적 태도로 합의하지 못했다. 중기에는 전문가와 정부부처는 옹호관계를 여당은 중립관계를 그 외의 야당과 공단노조는 대립관계를 보여며 합의로 이끌어내지 못했다. 말기에는 청와대, 부처, 공단노조, 국회 모두 국민 불편과 행정비용 낭비를 해결하자는 여론과 논리에 찬성하여 합의하게 되었다. 연구결과 정책네트워크 분석의 유용성을 확인할 수 있었다. 분석과정에서 정책 형성 및 결정시 정책행위자들 간 이견의 수렴 및 통합의 필요성을 확인하였고 특히 이해관계자 간 소통의 중요성도 알 수 있었다. 정책네트워크 분석은 시간의 흐름에 따라 정책이 어떤 양상으로 변하게 되는지를 입체적으로 보여주는 유용한 도구라는 점도 확인되었다.
Abstract
The research attempts to disclose the role of policy participants and policy environment with the process of integrating four major social insurances (industrial disaster insurance, health insurance, pension insurance, employment insurance) in Korea with the help of policy network analysis framework. The study reviews the process from the Kim Dae Jung government to Rho Mu Hyun government to Lee Myung Bak government in accordance with the flow of the policy. It selects president, national assembly, department of health and social welfare, worker's union of insurance groups as major stakeholder. It also highlights the policy environment as an influential factors on the behavior of the policy participants. The research results imply that the communication among the stakeholder is crucial and the policy environment influences the policy network. In sum both the relationship among the stakeholder and the policy environment are disclosed as crucial factors in the process. In addition, it also confirms that the policy network framework would be fruitful research tool in understanding the process of implementing the policy.
