지방소비세 및 지역상생발전기금의 합리적 운용을 위한 대안탐색: 협력적 재정거버넌스의 도입

초록
2010년 지방소비세의 도입은 지방재정의 한 획을 긋는 중요한 사건이다. 재정책임성 확보와 자율성을 강화하여 지방재정의 건전성을 제고하자는 것이었다. 그러나 제도 도입 과정에서 직면한 지역 간 재정형평성 (fiscal equalization among regions) 제고 문제는 재정 효율성 (fiscal efficiency) 제고 문제와 함께 중요한 과제였다. 문제해결 과정에서 도입된 지역 간 가중치 설정 문제와 지역상생발전기금의 설치는 지역 간 재정형평성 제고에 기여를 하였지만 당초 제도 도입의 취지를 충분히 살리는 데는 한계를 노정하였다. 본 연구는 새로운 수평적 재정협력 모델을 제시함으로써 근거가 미약한 가중치 설정문제, 수용성이 낮은 지역상생발전기금 갹출 문제를 완화하여 재정효율성을 제고하고 동시에 결과적으로 지역 간 재정형평성 제고도 동시에 제고할 수 있는 가능성을 탐색해보았다. 본 연구가 제시한 재정협력거버넌스 모델은 2012년 자료를 기초로 시뮬레이션되었으며, 분석 결과 재정효율성, 지역 간 재정형평성, 그리고 수용성 측면에서 모두 긍정적인 결과가 도출되었다. 탐색적 연구에 기초하여 제시된 본 모델은 향후 지방소비세의 확대 적용 과정에서 개선방향 제시라는 점에서 검토의 가치가 있을 것이다.
Abstract
The research attempts to disclose the problems associated with the Regional Synergic Development Fund as the local consumption tax introduced in 2010, and then to propose and test an alternative, the fiscal collaborative governance model, for an improvement. For this purpose, the study reviews various issues related to the new tax and the Regional Synergic Development Fund as well. Then, it proposes an alternative for more effective distribution of local consumption tax revenues. The so-called intergovernmental collaborative fiscal governance model emphasizes the hegemony of local governments in the process of distribution in that the current model focuses on the role of central government. For effective comparison, it employs three key criteria; efficiency, equality, acceptability. The clarity and practicability are also critical in the qualitative comparison. The results show that the proposed alternative is valuable enough for improving the fiscal equalization system associated with the new local consumption tax.
