한국 바이오뱅크 정보화사업의 평가모형 개발 및 중요도 분석

The Ministry of Health and Welfare of Korea has established an Information Planning Project for the development of general purpose database, which will be used by biobank, with stakeholder and experts in related field. Biobank provides DNA, blood, human tissues for biomedical research. The purpose of this study is to construct evaluation model and to analyze important factors of the plan. BSC was considered as the method to build evaluation model. The importance by each evaluation indicator was calculated by experts from inside and outside of institution, verified for the use in decision making process. This calculation was performed to apply the highly subjective data of the preference of plan participants as objective data. Remodeled version of BSC was used to evaluate Korea Biobank Informatics Plan which uses four different vision for the evaluation- Business result, Customer environment, Information system and Information capability. 9 items of evaluation factor and 23 evaluation indicators were selected. After AHP analysis for each vision, the result show that both in sub groups and whole group level. Customer environment is the most important factor. Information System was ranked second, Business result coming third, Information capability as fourth. The analyzation result of evaluation index by groups show experts from outside of institution value cost cutting effects, contributions of profitability as business and improvements in workflow. On the other hand, the inner experts evaluated these indicators more less important relatively. The result of our study well contains the property of Korean Biobank Informatics Plan Project, and it is expected to be applied to working-level evaluation as well as to the next related business plan as important facts.
