Demand Analysis to Improve the Environmental EducationPromotion Act-based on Expert Interview

The Environmental Education Promotion Act, for the purpose of promoting environmental education and ultimately contributing to sustainable development, was enacted in 2008 and provided a legal and institutional foundation to vitalize and support environmental education in Korea. However, as social demands change, the need for amendment of the Act has been suggested continuously. In this context, this study focuses on searching measures to improve the Act by reviewing exemplary overseas environmental education acts and further analyzing the amendment demands of experts. The results show that all major issues including environmental education master plan, curricular and extra-curricular environmental education, human resources, environmental education programs and an environmental education center, needs to be revised in certain level. Ambiguous or undescribed clauses are required to be corrected and also additional discussion should be conducted for ineffective articles of the Act. Moreover, the need of tightening or obliging some of the existing provisions has been presented with regard to the latter. Finally, this study is expected to provide valuable data and information to amend the Environmental Education Promotion Act in near future.
