‘대통령기록물 관리에 관한 법률’ 개선 방안 연구

Since the Presidential Records Management Law was enacted in 2007, there is a growing interest in presidential records and the result of the production, preservation and gathering of presidential records has been positively assessed. However, the presidential records have become a political football because the viewpoint on the presidential records has not been established yet. Accordingly, it is important to establish the viewpoint and to improve the system in order for presidential records to be effectively and stably protected and managed in a situation in which six years have passed since the legislation was enacted. In an early settlement phase of the presidential records system, the production and preservation of presidential records was important, but now, the continuous protection, management and utilization of presidential records has become even more so. The system must be revised to prevent the presidential records from continuing to be a political football, and to improve the government operation’s transparency and responsibility. Therefore, this study is intended to look the progress and limitations of revisions after the establishment of the Presidential Records Management Law, and to provide practical improvement measures for reinforcing the presidential records recorder’s independence and specialty, improving the specified records system and managing the presidential records.
