학제적 융합을 위한 공무원노동조합에 관한 연구경향 분석

본 연구의 목적은 공무원노동조합에 관한 연구가 여러 전공분야에서 시도되고 있는 점에 착안하여 행정학, 법학, 경영학, 정치학에서의 연구경향을 분석하고 이 주제가 학제적 융합분야로서 성장할 수 있을지 평가하는 것이다. 우선 공무원노조에 관한 목차와 내용에 관하여 인사행정론과 노동법의 교과서를 비교했다. 다음으로 2001년부터 2013년까지 등재후보학술지 이상에 게재된 논문 77개의 경향을 분석했다. 전공별･학술지별, 연도별･전공별, 전공별･연구내용별로 구분한 후, 특히 2006년 공무원노조법의 시행을 기점으로 그 전후의 논문들의 편수와 연구내용의 변화를 분석하였다. 편수에서는 약 2배가 증가하였고 연구내용면에서도 공무원의 근로3권에 관한 연구, 타 이론을 바탕으로 한 연구, 국외사례 연구로 다양화되었다. 연구방법에서 법학과 비법학 간에는 큰 괴리가 있었지만 논문구성에서 이론파트와 분석파트를 분담한다면 융합연구의 가능성이 높아질 것이고 해외사례연구에 있어서는 이미 매우 근접해 있다. 특히 노동법이 법학 중에서는 사회과학적 성격이 가장 강하여 행정학과의 소통 영역이 넓어질 것으로 기대된다.
Abstract
The purpose of the study is to assess whether the study of civil servant unions will be developed into an interdisciplinary or convergent field by analyzing research trends in public administration, law, business administration, political science because such many fields have studied individually on the issue. First of all, it compared the textbooks of public personnel administration with those of labor law on contents and substance. Then it analyzed the trend of 77 articles published in NRF Registered Journals and its candidates from 2001 to 2013. After classifying by fields/journals, years/fields, and fields/content, it analyzed changing number and content of articles before and after 2006, when Civil Servant Union Act was enforced. The number increased by two times, and the content turns out to be various, including labor’s three primary rights, labor issues related to social science, and foreign cases. Though there is a big gap between law and other fields, it is possible for them to build convergent studies together by assigning a theory part and an analysis part. Those fields have already been very close to each other in foreign cases. In particular, labor law is expected to expand the scope of communication with public administration due to its strong nature as social science.
