공기업 조직의 지식학습공동체(CoP) 활동이 인지된 직무성과에 미치는 영향:사회자본의 매개효과를 중심으로

이 연구는 공기업에서 CoP가 조직구성원의 직무성과에 미치는 영향과, 그 과정에서 사회자본의 매개효과를 실증적으로 검증하였다. 이를 위하여 한국수자원공사(K-water) 직원들을 대상으로 설문조사를 실시하고, 회귀분석을 통해 CoP가 사회자본형성과 직원의 역량제고를 촉진하여 성과향상에 기여한다는 점을 발견하였다. 또한 사회자본의 구성요소 중 네트워크는 통계적으로 유의한 매개효과가 없고, 신뢰 및 호혜규범만이 유의한 매개효과를 가지는 것으로 나타났다. 본 연구의 의의는 CoP와 사회자본이 조직구성원의 직무성과를 제고하는 경험적 증거를 제시했을 뿐만아니라, 이론적 측면에서, 사회자본의 매개효과를 확인하여 CoP활동, 사회자본, 직무성과간의 인과 메카니즘(causal mechanism)을 체계적으로 규명하였다는데 의의가 있다. 이에 따라 공공조직에서 지식경영을 통한 인적자원개발의 전략적 수단으로서 CoP와 사회자본의 중요성이 강조된다. 공기업이 CoP와 사회자본을 통해 성과향상을 달성하기 위해서는 동기부여를 통해 CoP활동에 대한 조직구성원의 자발적 참여를 촉진하고 조직내 신뢰 및 호혜규범을 형성할 수 있도록 경영층의 관리적 지원이 요구된다.
Abstract
This research explores how social capital mediates the effect of communities of practice(CoP) on employees’ task performance in a public organization. Drawing insights from the relevant literature, this research developed a conceptual framework and hypotheses to examine the causal mechanism of CoP, social capital, and task performance. Data were collected from a questionnaire survey of employees in the K-water, a public enterprise in Korea. Results from multiple regression analyses suggest that employees’ participation in CoP and managerial support for their activities significantly improve individual task performance. In addition, trust and reciprocal norms as one of the sub-dimensions of social capital significantly and positively mediate the CoP’s impact on task performance. Social networks, another sub-dimension of social capital, however, are found to have no significant mediating effect. Findings highlight that managerial support and motivational systems are needed to encourage employee participation in CoP and cultivate their trust-based reciprocal interactions in bringing benefits of CoPs for task performance.
