버스 준 공영제에 관한 연구 : 유인시스템 관점에서

버스 서비스의 개선과 대중교통의 활성화를 위하여 2004년 7월 서울시를 필두로 하여, 대부분의 광역시가 버스 준공영제를 도입하였다. 버스 준공영제의 도입으로 사용자의 편익은 증대되었다고 평가되나, 운송수입금 관리와 보조금 사용에서 투명성 문제, 효율성 증대를 통한 원가절감 노력의 부족 등이 버스 준공영제의 문제점으로 지적된다. 특히 운송사의 적자를 보전해주기 위한 재정지원금의 지속적 증대로 인하여 지속가능성에 의문이 제기되는 실정이다. Laffont and Tirole(1993)과 Gagnepain and Ivaldi(2002)의 모형을 기본으로 우리나라의 버스 준공영제에 대한 이론적 분석을 통하여 개선점을 제안한다. 현재의 지원방식인 ‘사후 원가 보전 방식’은 효율성 추구에 대한 유인을 부여하지 못하고 있음은 물론 많은 행정비용과 비리를 유발하는 직접지원·규제방식이다. 따라서 운송사에게 자율성을 부여하여 효율성을 향상시키고 거시적인 비용을 관리하며 행정비용과 관련 비합리성을 줄여야 한다. 이를 위해서는 ‘사전적 고정금액 지원 방식’ 또는 중간단계인 ‘유인 보조금 제도’의 도입을 신중하게 검토하여야 할 필요성을 제기한다.
Abstract
The Bus Quasi-Public Operating System (BQPOS) was introduced to improve the bus service and to promote the public transportation in 2004 firstly in Seoul, and major metropolitan local governments followed suit. The user benefit is evaluated to have increased with the introduction of BQPOS, but there still remains many problems: the lack of transparency in transport income management which is alleged to cause the misappropriation of public subsidy, lack of effort to improve the efficiency by cutting costs. and eventually problem in sustainability of the public subsidy to compensate for the losses in bus companies. This paper analyzes BQPOS using economic model based on Laffont and Tirole(1993), and Gagnepain and Ivaldi(2002), and proposes alternative system and measures to improve the system. The current BQPOS is the 'cost-plus' scheme which does not provide any incentive to improve efficiency, causes many irregularities in the use of subsidy and creates the big burden of administration costs. This paper proposes 'ex-ante fixed lump sum scheme' and intermediate 'linear contract scheme' which will incentivise the managements of the bus companies, and reduce the administration costs and irregularities.
