중소기업 전용 주식시장 운영방향에 관한 소고

중소기업의 중요성에 비추어 봤을 때 중소기업 주식시장의 역할인 자본조달 기능의 활성화는 두 번 언급할 필요가 없다. 중국은 중소기업 주식시장의 다층화와 개선으로 중소기업육성의 목적을 달성하려 하고 있다. 장내시장으로서 창업판시장을 개설하여 운영하고 있고, 장외시장으로서 신삼판시장을 대폭 개선하여 전국 중소기업 주식양도 시스템으로 확장하여 운영하고 있다. 이러한 과정 속에서 주식시장의 활성화와 투자자보호를 위한 다양한 제도를 도입하고, 그 변화를 꾀하였다. 현재 우리나라에는 중소기업 주식시장으로서 코넥스시장과 프리보드가 존재하고 있다. 그러나 코넥스시장은 개설된지 얼마되지 않아 그 활성화가 의문시되고 있고, 프리보드는 유명무실한 시장이 되고 있다. 각 시장의 건전한 운영과 유동성 확보를 위한 다양한 방법의 검토가 필요한 시점이다. 본 글에서는 중국의 중소기업 주식시장의 현황과 시장운영을 위한 다양한 제도를 검토하고, 이를 단초로 우리 중소기업 주식시장의 운영방향에 대하여 검토해 본다.
Abstract
In light of the importance of small and medium companies, it is naturally essential to activate the function of capital financing as the role of small and medium company stock marketChina tries to achieve the goal of fostering small and medium companies through the diversification and improvement of small and medium company stock market. China opens ChiNext as a face-to-face market and largely improves New Third Board market as a off-board market to extend such market to National Equities Exchange and Quotation. In this process, China tries to introduce and change the diverse systems for stock market activation and investor protection. Now, there are KONEX Market and Freeboard in our country. However, KONEX Market has been opened for a short time, so that it is questionable to activate such market. Freeboard becomes a meaningless market. It is now necessary to examine the diverse methods of sound management and liquidity security in each market. By examining the actual state of small and medium company stock market and the diverse systems for market management in China, the purpose of this study is to discuss the directions toward managing our small and medium company stock market.
