범죄안전 지표개발에 관한 시론: 「한국의 사회지표」의 활용을 중심으로

이 연구는 범죄안전에 대한 사회적 요구에 부응하기 위하여 가장 용이하면서도 신뢰성 있는범죄안전지표를 개발하고 있다. 이 연구는 범죄안전지표를 개발하기 위한 전혀 새로운 논의를시도하기보다 기존 연구성과를 토대로 새로운 범죄안전지표의 개선방향을 제안하는 것을 목표로하고 있다. 따라서 범죄 및 안전과 관련하여 지속적으로 사용되어온 「한국의 사회지표」가 가지고있는 문제점을 확인하고, 이를 보완하는 등 그 활용방안을 검토하고 있다. 결론적으로 「한국의 사회지표」에 포함된 범죄안전지표가 일관성과 비교가능성에 큰 문제는없었다. 하지만 범죄예방관련 지표 부족, 주관적 지표의 포함으로 측정가능성과 경제성 측면의한계, 노인 등 특정 인구집단의 지표누락 등의 문제가 있는 것으로 나타났다. 이러한 문제를극복하기 위해 범죄안전지표 분류체계 메트릭스를 제안하였다. 매트릭스의 구성은 정책집행과정을 기준으로 한 축과 형사사법절차의 각 단계별 기관을 한 축으로 구성되어 있다. 구체적으로범죄안전지표 틀에는 범죄예방적 지표의 보완, 생애주기별 범죄안전지표의 구성, 사이버공간상의 범죄안전 문제 고려되어야 하며, 또한 주관적 지표의 보완을 위한 국가 연구용역 통계데이터가 활용되어야 한다.
Abstract
The purpose of this study is to develop an easy and reliable indicators forcrime safety. To attain the end, we were considering to be utilized for 'socialindicators in Korean'. Through literature we have reviewed the concept of crimesafety indicators and its classification and were compared a major crime safetyindicators in domestic and foreign. For the result, 'social indicators in Korea' included in the consistency andcomparability of crime safety indicators have not a problem but it included in themeasurement have a problem. For example, there were 1) lack of crime-relatedindicators, 2) including subjective indicators, 3) indicators of specific populationgroup such as the elderly. To overcome these problems, We proposed crime andsafety indicators classification system matrix. This matrix consists of policyenforcement and the criminal justice process. Concertedly, in order to developcrime safety indicators were needed consist of crime indicators on life-course andconsider of cyber-crime indicator. Also Subjective indicators of complementaryservices for the national study of statistical data should be utilized.
