통일연방국가 연구 - 단계적 연방국가와 지역정부 권한배분을 중심으로 -

남북한 새로 들어선 박근혜 정부와 김정은 정권은 그동안 중단된 남북관계 개선과 6자회담을 재개하고자 각자 입장에서 노력하고 있다. 그래서 한미일 접촉, 한중, 한러, 북중, 북러, 북미접촉 등 물밑대화를 시도하고 있다. 6자회담이 다시 개최되면 9･19공동성명과 2･13합의 정신으로 복귀될 것이다. 본 논문은 9･19공동성명에 명시된 “직접 관련 당사국들은 적절한 별도 포럼에서 한반도에항구적인 평화체제에 관한 평화 협상을 가질 것”(9･19공동성명4항)을 합의하였는데 이를 통일의 기회로 이용하자고 한다. 그리고 통일준비를 위해 남북한 통일방안을 살펴 보았다. 남북한 현존 통일방안은 통일유형으로 평화통일에 입각한 공존공영하는 통일을 달성하는데 한계가 있다. 그래서 대안적 통일방안으로 단계적 연방제 통일방안을 제시하고, 단계적 연방국가와 연방구성국(지역정부) 권한배분 문제를 다루었다. 편의상 통일단계를 3단계로 구분하여 점진적, 단계적으로 지역국가에서 연방국가로 권한을 이양시키는 방식을 선택하고자 한다. 본 논문에서 주장하고자 하는 공존공영하는 통일, 단계적, 점진적 통일을 지향하면 단기적으로 한반도의 평화와 안정을 달성할 수 있다. 그리고 장기적으로는 후유증이 최소화된 민족통합을 이룩할 수 있다고 본다. 본 연구는 남한이 분단 이후 해양시대로 발전하였지만 이제는 잃어버린 대륙시대를 열어2개축으로 발전해야 한다고 주장하고자 한다. 그리하여 동북아를 넘어 유라시아의 중심국가로 거듭나는데 기여하고자 한다. 그리하여 본 연구는 성명에서 제시한 한반도 평화체제 구축이 한반도 평화와 안정, 평화통일의 기회로 잘 이용하여 북한의 비핵화 및 민족의 소원인 통일에 대비하고자 준비하는 연구이다.
Abstract
The newly organized governments of North and South Korea (Park,Geun-hye in South, Kim, Jong-un in North, respectively) are trying to improvethe relation between North and South which has been stopped for a while andresume the Six-party Talks from their own footing. Thus, they are tryingconducting under-the-table negotiations between South Korea-USA-Japan,South Korea-China, South Korea-Russia, North Korea-China, NorthKorea-Russia, North Korea-USA, and so on. When the Six-party Talks areheld again, the relation will return to the spirit of 9·19 Joint Statement and2.13 Agreement. This paper suggests making use of the agreement as anopportunity of the unification, specified in the 9·19 Joint statement sayingthat the direct-related countries should compromise peace negotiation aboutthe permanent peace structure in the Korean peninsula in the proper extraforum. Therefore, this study prepares for the nuclear disarmament of North Koreaand the unification of the Korean peninsula, which is the hope of all Koreans,by making good use of the construction of the peace structure in the Koreanpeninsula presented by the statement as the opportunity of the peace,stability, and the peace unification in the Korean peninsula. This paper also searches the unification plan of the North and South Korea for the unificationpreparation. The current plan has a limitation as a unification type forachieving the peaceful unification of coexistence and co-prosperity. For thatreason, this paper proposes the progressive federal unification plan and dealswith the authority distribution between the federal state and the componentstates (local governments). For convenience’ sake, the unification stage isclassified into the three stages, where the government authorization istransferred from the local government to the federal state step by step. If weaim at the unification of coexistence and co-prosperity and the progressiveunification proposed in this paper, we will be able to achieve the peace andstability of the Korean peninsula in the short run, and accomplish theintegration of the nation which has minimum aftermath. This study suggeststhat South Korea has developed in the maritime age, but for now it shouldopen the lost continental period, and develop by the two axes. Going beyondEast Asia, the unified Korea would be the center of Eurasia.
