청계천 방문선택속성의 중요도가 가치평가에 미치는 영향

본 연구에서는 청계천의 공익기능들에 대한 가치평가를 조건부가치평가법(CVM)을 사용하여 실시하였으며, 이중양분선택형 질문방법에 의해 산출된 지불의사(WTP)에 영향을 미치는 결정요인들을 파악하고자 하였다. 지불의사의 결정요인들에는 인구통계적 특성들과 요인화된 청계천 방문선택속성들을 포함시켜 각각의 영향력을 측정하였다. 연구를 위해 설계된 설문지로 데이터를 수집하였으며 설문문항은 청계천과 조건부가치평가법에 관한 기존 연구들을 참고하였다. 설문조사는 2013년 4월부터 7월까지 약 4개월에 걸쳐 수행하였고 서울 및 수도권에 거주하는 가구를 대상으로 면담조사를 실시하였다. 배포된 405부의 설문지 중에서 회수되지 못하거나 사용이 불가한 표본을제외한 355개의 표본을 바탕으로 SPSS 18.0 통계패키지와 LIMDEP 8.0을 이용하여 분석을 진행하였다. 조건부가치평가법에 이중양분선택형 질문방법과 로짓모형(Logit Model)을 적용한 결과 청계천의 공익기능에 대한 지불의사금액은 연간 가구당 11,324원으로 추정되었다. 이에 대해 95% 신뢰구간을 모수적 부스트랩(parametricbootstrap) 기법의 하나인 몬테카를로 모의실험(Monte-Carlo Simulation)을 이용하여 도출한 결과 8,442.5원에서14,110.7원까지의 신뢰구간이 측정되었다. 지불의사의 결정요인들 중에는 성별(GENDER)이 부(-)의 결과가 나타나 남자일수록 지불의사가 낮다고 해석된다. 요인화한 청계천 방문선택속성 중에서는 ‘물리적 편의성’(FAC 1)과 ‘청계천의 본질적 특성’(FAC 2)이 정(+)의결과를 보여 각 요인의 중요도가 높아질수록 지불의사 또한 높아진다는 것을 알 수 있다. 이 둘을 제외한 방문선택요인들은 지불의사에 영향을 주지 않는 것으로 나타났다.
Abstract
In this study the Double-bounded Dichotomous Choice Contingent Valuation Method was used to estimate thevalue of Cheonggae Stream. Moreover, demographic characteristics and destination selection attributes were includedas the determinants of willingness to pay (WTP). The data were collected through survey from the residents of theSeoul and surrounding metropolitan areas, and it was conducted for approximately 4 months from March, 2013 toJuly, 2013. . Out of 405 survey questionnaires, 355 usable data were entered into data analysese. The SPSS 18.0 andLIMDEP 8.0 programs were used during the analyzing process. Double-bounded Dichotomous Choice questioningmethod and Logit Model to the Contingent Valuation Method revealed that the amount of willingness to pay wasestimated to be 11,324 won, annually per household. In order to deduct a 95% confidence interval for this value,the Monte-Carlo Simulation was used, which resulted in a value from 8,442.5 won to 14,110.7 won. Regarding thedeterminants of willingness to pay, gender had a negative(-) influence on WTP, suggesting that men are less willingto pay for the public benefit functions of the Cheonggae Stream than women. Also, among the factored CheonggaeStream destination selection attributes, ‘Physical Convenience’ (FAC 1) and ‘Fundamental Characteristics ofCheonggae Stream’ (FAC 2) appeared to have a positive(+) effect on WTP. This could be interpreted that theincrease in the importance of these two factors would also cause the increase in WTP. None of the remaining factorsaffected WTP.
