숙련인력 구인난이 재직자 숙련부족에 미치는 영향 - 대기업과 중소기업 간 비교를 중심으로 -
Effects of Skill Shortage Vacancies on Employee Skill Gaps : Focusing on the Comparison of Large Sized Firms and Small & Medium Sized Firms

본 연구는 기업의 숙련인력 구인난이 재직자 숙련수준에 미치는 영향을 분석하고자 한다. 이때 대기업과 중소기업 간에 어떠한 차이가 있는지 비교하고자 하였다. 이를 위해 채용시 숙련인력 부족과 재직자 숙련부족의 관계를 살펴보았는데, 우선 중소기업이 대기업에 비해 이 둘을 모두 보고한 기업 비중이 더 높은 것으로 확인되었다. 즉 중소기업의 경우 숙련인력 구인난과 재직자 숙련부족이 동시에 발생할 가능성이 대기업에 비해 더 높다고 판단된다. 더 나아가 채용시 숙련인력 부족이 재직자 숙련부족으로 이어지는지 확인해 보았다. 직종과 무관한 개별 사업체의 비관측 속성과 사업체와 무관한 개별 직종의 비관측 속성을 모두 통제한 고정효과 로짓 모형 분석 결과 제조 중소기업은 통계적으로 유의한 결과가 확인되었다. 따라서 대기업에 비해 중소기업의 교육훈련 역량이 부족한 현실에서 제조 중소기업의 숙련인력 구인난은 재직자의 숙련수준 저하로 이어진다고 판단된다. 이는 대기업과 중소기업 간 숙련격차를 확대시키는 하나의 요인이 될 것이다.
Abstract
This article empirically explores the impacts of skill labor shortages that firms face on the employees’ skill level of those firms. Especially this study analyses the difference between large sized firms and small & medium sized firms. In the first place, this article examined the co-occurrence of Skill Shortage Vacancies(SSVs) and Employee Skill Gaps(ESGs). Small & medium sized firms are more likely to experience SSVs with ESGs simultaneously compared with large sized firms. For conducting a further study to check the causation, Fixed Effect Logit Model controlling firm specific and job specific fixed effects is adopted. From the analysis, small & medium sized firms in the manufacturing industry showed the statistically significant result. Namely, SSVs that small & medium sized firms suffer cause the ESGs of those firms in the manufacturing industry. This empirical result means that the skill labor shortages of small & medium sized firms in the manufacturing industry will cause the lowering of their employees’s skill level. This will be a factor of widening the skill gap between large sized firms and small & medium sized firms.
