노동조합이 직접 및 간접고용비정규직의 고용에 미친 영향에 관한 패널분석

This paper analyses the effect of labor union on changes in directly- and indirectly employed nonstandard employment using both balanced and unbalanced panels sampled from the four waves of Workplace Panel Survey provided by Korea Labor Institute. Both balanced and unbalanced panels show inverted U shaped relationship between ratio of directly-employed nonstandard workers and unionization rate, and U shaped relationship between ratio of indirectly-employed workers and unionization rate. The inverted U shaped relationship between the ratio of directly-employed nonstandard workers and unionization rate indicates that the ratio of directly-employed nonstandard workers is initially increased but later decreased as the unionization rate increases. On the other hand, the U shaped relationship of the ratio of indirectly-employed nonstandard workers and unionization rate indicates that the ratio of indirectly-employed nonstandard workers is initially decreased but then increased as the unionization rate increases. The results from the unionized establishment sample show nearly linear decreased relationship between unionization rate and ratio of directly- employed nonstandard workers. These findings after controlling unobserved heterogeneity by employing panel data techniques imply that, though not effective in controlling the employment of indirectly-employed nonstandard workers, the union is effective in lowering the hiring of directly-employed nonstandard workers. Therefore, the union may strive to expand its bargaining power to regulate the employment of indirectly-employed nonstandard workers.
