유로위기와 유럽노조의 ‘사회적 유럽모델’의 위기 - 유럽노조전략의 한계와 교훈-

There is/was roughly consensus among the trade unions in the EU member states as well as the ETUC that development of the EU should be complemented by the ‘Social Europe Model’. Such a consensus seems to be inhibited from the Euro-crisis. At least in the last 20 years the European trade unions have actively supported the significant process of the European integration from 'European Single Market' to 'European Monetary Union', and through this approach they want to establish so-called ‘European social model’, namely socially controlled capitalism, which should tend not only towards economic efficacy, but also towards social equality. Nevertheless, this kind of European social model could not be put through in the elitist system of EU governance, and, furthermore, the market-led European integration project of the neoliberal ruling class and Euro crisis weakened ability of the European trade unions to resist these challenges and build their own politics. Against this background, I would like to describe briefly making and developing process of the EU and European trade unions, and then to analyze significant causes of the Euro crisis as well as political ability of the European trade unions. This article concludes that an alternative project is required if the 'European social model' is to be sustained, and, if possible, draws a lesson from the european experiment for domestic and Asian trade unions.
