Not surprisingly, there are many factors which affect technologytransfer activities of public research institutions. Therefore, to map outmore effective strategy for promoting technology transfer, we need a widerange of information related to technology transfer activities and alsoproper tool for evaluating and analyzing them. However, development ofcomprehensive indicators that can measure the level and capability oftechnology transfer activities by institution and utilization thereof havevirtually not been accomplished. In this context, we developed indicators tomeasure and analyze technology transfer capacities and performances ofuniversity and research institution. This paper presents structures andapplication results of Indicators for Evaluation of Technology TransferActivities(IETTA) and explores implications for promoting technologytransfer of public research institution. Especially, we group PRIs into 6categories by comparing the values of evaluation areas, and propose grouptailoredpolicies for each group. A data set from 181 PRIs with nonzeroR&D expenditures (including 116 universities) in Korea is studied. Resultsshow that IETTA can be an appropriate approach to better understandsubstantial variations across institutions in resources or capacities fortechnology transfer activities, and map out more effective strategy forpromoting technology transfer.
