A Report on Status of Israeli Start-up Sites and its Implications for Korean Start-up Strategy

초록
본고는 2014년 1월 이스라엘의 스타트-업 현장을 탐방하고 그곳에서 받은 몇가지 시사점들을 정리해 본 것이다. 이스라엘에서 히브리대학의 이숨과 바이츠만연구소의 예다를 방문하여 담당자들과의 인터뷰를 진행했으며, 그 과정에서 이스라엘이갖고 있는 다양한 창업 및 창조경제 활성화 지원시스템들을 확인할 수 있었다. 특히이스라엘인들이 지니고 있는 후츠파 정신을 그 가운데 핵심이었는데, 우리가 갖고있는 전통적인 문화와는 사뭇 대조적이었다. 이스라엘의 시스템은 첫째, 모든 학문의 기초영역을 중시하며, 그들의 융복합이일상화되어 있다는 특징이 있었다. 둘째, 실패를 두려워하지 않고 도전하며, 실패에서 얻은 교훈을 바탕으로 재도전의 기회가 쉽게 주어진다는 점이다. 셋째, 각 전문영역을 존중하고, 전문분야에만 매진해도 성공할 수 있도록 컨설팅 내지 지원시스템이 확립되어 있다는 것이다. 대표적인 것이 이숨과 예다와 같은 기술이전회사들이다. 넷째, 장기적인 안목을 가진 투자 정책이다. 당장 상용화되지 않더라도 미래에활용할 수 있는 부문에 대한 지속적인 투자가 일반화되어 있다. 우리나라의 다양한스타트-업 지원 정책에도 이와 같은 시스템을 정립하는 것이 필요하다.
Abstract
The contents of this paper is the implications of the Israel’s start-up field visits in January2014. We visited Yissum of the Hebrew University and Yeda of the Weizmann Institute. And We had interviews with representatives of those companies. What we learned aboutthe key factor of Israeli start-up programs among them was the Chutzpah spirit. The implicaions of these systems were as follows. First, they emphasis on the foundationarea of all learning, and its convergence. Second, they don’t be afraid to fail. And even ifthey faild, but it is easy to re-challenge. Third, consulting or support system that connectingresearch and industry is established. It is representative such as technology transfercompanies Yissum and Yeda. Fourth, they have long-term investment policies. It isnecessary to Korea various start-up program supported by such systems.
