지방정부 정책집행과정의 정형성과 적응성에 관한 연구 - 광주광역시 기후변화대응책을 중심으로 -

초록
WEO(WEO, World Energy Outlook)2012에서는 IEA(IEA, International Energy Agency)가입국의 에너지정책이 세계 에너지 시스템의 지속가능성을 이끌어내지 못한 한계점을 지적하고 있다. 특히 에너지정책은 에너지 효율성 증대와 기후변화대응이라는 두 가지 측면을 고려하여 수립되어야 함에도 불구하고 여전히 에너지 개발 위주의 정책이 형성되고 있다. 국내 상황 역시 이와 흡사하다. 기후변화대응 측면을 강화하기 위해서는 중앙정부와 지방정부 차원의 대안이 필요하다. 이 연구는 기후변화대응책의 정부 간 정책집행과정을 버먼(Berman)의 정책집행이론의 시각에서 분석하고 있다. 버먼의 정책집행 유형이론은 기후변화대응책이 중앙정부와 지방정부가 이원화된 해결책을 강구해야한다는 점에서 정부 간 집행과정을 분석할 수 있는 틀을 제시하고 있다. 연구결과, 지방정부의 정책집행은 중앙정부의 집행체제에 의존적인 정형적 특성이 매우 강하였으며, 지역의 특수성을 반영한 독립적 형태의 적응적 특성이 존재하였으나 아직은 정형적 특성에 대비하여 미흡하였다.
Abstract
『WEO(WEO, World Energy) Outlook 2012』 pointed out that IEA( International Energy Agency) member nations' energy policy had not led to sustainable energy system effectively. Although energy policy must consider it’s surrounding characteristics (e. g. increasing energy efficiency, climate change), it did not contain these points. To solve these problems, both central and local government should cooperate in policy making. This study carried out to suggest how to deal with climate change in both central and local government’s policy implementation level. The analysis was performed with Berman's theoretical perspective. Berman's theory is regarded as to provide a good point in the analysis of policy implementation. The result of the study is that local government's policy implementation depended heavily on the central government's programmed-implementation. and relatively less heavily on adaptive- implementation.
