Local Governance in the Process of the Local Industry Policy: A Focus on Daegu and Gwangju Region

초록
구 밀라노프로젝트 1단계와 광주 광산업프로젝트 1단계의 성과에 대한 비교가 종종 이루어졌는데, 이들 성과 평가는 두 사례의 차이점을 무시하는 문제점이 있었다. 대구 사례와 광주 사례에서의 상이한 성과를 설명하기 위해서는 각 사례와 관련된 로컬거버넌스에 대한 포괄적 분석과 비교가 필요하다고 하겠다. 본 연구는 제도분석틀을 활용하여 로컬거버넌스 분석틀을 도출하고, 대구 밀라노프로젝트 1단계 사업과 광주 광산업프로젝트 1단계 사업 사례에 적용하여 보았다. 본 연구는 행위상황을 초점으로 하고 행위상황에 영향을 미쳤을 지역공동체의 경제적, 사회적, 정치적 특성 및 거버넌스 체제 등을 검토함으로써, 로컬거버넌스를 분석하였으며, 양 사례에서 상이한 특성의 로컬거버넌스가 나타난 것을 확인할 수 있었다. 이를 통해 볼 때, 로컬거버넌스의 특성이 어느 정도는 양 사례의 차별적인 정책 성과와 관련되어 있을 것으로 추론해 볼 수 있을 것이다. 주어진 지역공동체의 경제적, 사회적, 정치적 특성 하에서 사업의 특성과 거버넌스 체제가 결합적으로 상호작용과 정책성과 등 결과에 영향을 미치는 것으로 파악된다.
Abstract
There have been some evaluation studies of first Daegu Milano Project and Gwangju Photonics Industrial Promotion Project. The studies have some limitation in that they disregarded the difference between the two cases. We need to analyze the local governance comprehensively to explain the different performance of the projects of the regions. This study established the framework for analysis of local governance by adopting the IAD framework and the SES framework. And, this study applied that framework to the two cases. This study analyzed the local governance in the two cases by investigating the economic, social, and political characteristics of the local community, the governance systems, characteristics of the goods and services of the projects, and the action situations. We could identify different local governance in two cases. We could infer that the local governance influenced the policy performance. We could conclude that under the economic, social, and political characteristics of the local community, the governance systems and the characteristics of the goods and services of the projects influenced the interaction and the outcomes such as policy performance.
