디지털 시대의 사회적 소외계층을 위한 유니버설 디자인

초록
현대사회는 물질주의(materialism) 사회이며, 디지털 시대를 표방하고 있다. 이러한 사회적 기류는 개인주의의 심화현상과 더불어 사람들의 가치관에 많은 영향을 주고 있다. 그리고 이 빠른 속도로 변화하는 사회 속에서 신체적, 기술적 혹은 물질적인 사유로 인해 현실에 적응하지 못하는 사람들도 생겨나게 되었다. 이른바 ‘소외계층’이라 불리 우는 이들이다. 이 소외계층은 시대에 따라 조금씩 그 의미가 변하기도 해왔다. 초기의 의미인 단순한 사회적 약자의 범위에서 벗어나 이제는 기술의 발달 등으로 인한 디지털 및 문화에 대한 상대적 소외계층이 늘고 있다는 것이다. 현재 국내에서도 소외계층을 위한 복지법의 개선과 디자인에 대한 다양한 변화가 모색되고 있다. 특히 건축과 공공시설분야에서의 유니버설 디자인은 근래에 들어 많은 관심 속에서 급격히 성장하고 있다. 이에 본 연구에서는 디지털 시대의 사회적 변화현상과 사회적 소외계층을 위한 유니버설 디자인에 대해 알아보고자 한다. 그리고 유니버설 디자인의 국내외 사례에 대해 알아보고, 최종적으로는 유니버설 디자인에 대한 긍정적 발전 방안에 대해 논의하고자 한다. 먼저 선행되어야 할 것은 사회적 약자에 대한 배려도 중요하겠으나 관심에 맞는 연구가 선행되어야 할 것이다. 그들이 불편한 것이 무엇인지에 대한 인지에서부터 디자인이 시작되고 설계되어져야 한다는 것이다. 이러한 문제에 대해서 국내의 여러 관련 연구소 등에서 연구가 지속적으로 이루어지고 있지만, 아직은 그 활용에 있어 검증 및 특허문제로 인해 기술 활용에 제한적인 면도 있다. 결론적으로 유니버설 디자인은 앞으로 그 원리 및 명칭은 시대에 따라 변할 수 있지만, 사회적 약자에 대한 배려와 ‘모두를 위한 디자인’이라는 점은 변하지 않을 것이다. 또한 이러한 의식은 앞에서 제기된 문제들 역시 시대의 흐름과 ‘공공의 이익’이라는 패러다임의 변화에 의해 앞으로 사회적 협의에 의해 해결될 문제들이라 사료된다.
Abstract
Modern society is materialistic society, and the digital age are advocating. This social phenomenon, with the deepening of the airflow is individualistic values of the people giving a lot of influence. Rapidly changing society and in the physical, technical or physical reasons, people who do not adapt to reality gives rise to become. These are called the so-called disadvantaged. Slightly depending on the disadvantaged of the era also has its meaning varies. Early in the range of meaning beyond mere social minorities, etc. Now, due to the development of digital technology and culture that they are increasingly disadvantaged relative. Welfare for the disadvantaged in the domestic and design improvements are being sought for a variety of changes. Especially in the field of architecture and public facilities example of universal design is a lot of interest in recent years has grown rapidly. In this study, the social changes of the digital age and social development for the underprivileged want to learn about universal design. Practices at home and abroad and to learn about universal design, universal design for finally discuss the positive development plan. First, it is to be the leading concern for the underprivileged fit is important, but attention should be preceded by research. Recognized for what they are inconvenient to design that it starts and has to be designed. About these issues, many related domestic research institutes and the research is done continuously, but there is not yet proven and patent issues in its application due to the limited use of technology to shave. Consequently, the principles of universal design in the future, and the name may vary depending on the age, but care for the socially disadvantaged and the design for all is a fact that will not change. In addition, these are also conscious of the issues raised in the earlier trend of the times and the public interest in the future by the paradigm shift that social problems can be solved by consultation feed into it.
