The Economic Effect of Electoral Systems on Corporate Governance and Competitive Prices

본 논문은 구매력평가(purchasing power parity)로 측정된 국가 간 경쟁가격(competitiveprice)의 차이를 선거제도에 입각하여 설명한다. 경쟁가격은 생산자에겐 생산비용과 동시에이윤창출의 가능성을, 소비자에겐 가처분 소득의 구매력 크기를 의미한다는 점에서 국가경쟁력의 지표로 이해될 수 있다. 가격결정의 2단계 이론모형을 제시하고 그로부터 도출된 가설의 통계적 검증을 통해, 본 논문은 두 가지를 주장한다. 첫째 다수제 선거제도(majoritarianelectoral systems)는 자본시장에서 금리생활자(rentier)를 우대하는 기업 거버넌스(shareholdertype)를 형성시키는데 반해, 비례제 선거제도(proportional electoral systems)는 노동시장에서 노동자(worker)를 우대하는 기업 거버넌스(blockholder type)를 형성시킨다. 둘째 생산자연합으로서 회사는 기업 거버넌스의 유형에 따라 상이한 가격설정 행태를 보인다. 규제의 정치경제를 연구하는 대부분의 저작들이 규제의 구체적인 메커니즘을 블랙박스에 넣어버린데반해, 본 연구는 그 블랙박스를 기업 거버넌스라는 렌즈를 통해 살펴봄으로써 점차 통합되어가고 있는 세계시장에서 가격수렴(price convergence)을 가로막는 정치적 장벽을 조명해 본다.
Abstract
This paper explains cross-national variation in competitive price levels measured by purchasing power parity. Prices can be an important indicator of national competitiveness in the sense that they signal both cost pressures and profit potential to producers, and they reveal the purchasing power of disposable income for consumers. Using a two-stage sequential model of price determination and corresponding statistical tests, this paper demonstrates: 1) majoritarian electoral systems tend to produce a corporate governance structure that favors rentiers in the capital market, while proportional electoral systems tend to produce a corporate governance structure favoring workers in the labor market; and 2) firms set different prices for goods and services depending on the corporate governance structure. Most political economy literature leaves government regulations unexamined as a black box. This paper examines the black box through a lens of corporate governance and highlights a political barrier to price convergence in global market: electoral systems.
