도시디자인의 공공 거버넌스 적용에 관한 연구

초록
본 연구는 도시공공디자인을 개발하는 과정에서 정책설정의 주체인 정부기관 뿐만 아니라 민간부문, 시민사회가 정책목표의 설정에서부터 집행, 평가의 모든 과정에 함께 투입되어 개발하였을 때 더 효율적이고 적극적인 결과를 도출해 낼 수 있음을 살펴보았다. 우선, 도시에 대한 일반적인 고찰을 통해 도시가 연속성을 가지고 도시를 이루는 도시인과 함께 호흡하며 역사를 만들어 가고 있음을 확인하였고, 공공 거버넌스에 대한 이론적인 개념의 이해를 통해 공공 거버넌스가 탄생한 맥락과 도시공공디자인 개발의 과정에서 효과적인 결과 도출을 도모할 수 있는 시스템이라는 사실을 발견하였다. 세계적인 도시디자인 사례를 통해 도시디자인, 혹은 도시 만들기의 정책 운영에 있어 도시의 주체라고 할 수 있는 도시 사용자(시민)와 민간부문, 그리고 정부가 함께 협조적인 관계를 유지하여 정책에 참여할 때 좋은 결과를 만들어 낼 수 있었다. 그러나 전혀 다른 입장과 상황에 처해있는 도시 사용자(시민)와 민간부문, 그리고 정부가 협조적인 관계를 유지하는 시스템 속에서 자발적인 활동의 필요와 어쩔 수 없는 긴장감에 대하여 관용과 협력의 분위기를 유지할 수 있도록 지속적인 노력이 필요하다.
Abstract
This study was designed to develop the city in the course of public policy settings, as well as the subject of government agencies the private sector, civil society is set up from the enforcement of the policy objectives, with the whole process of evaluation has been put into developing more efficient and aggressive when results can derive investigated. First, I figured out city can create city’s history through general discussion with citizens. Second, I found that the concept of public governance is very effective on the developing of public city design. I also found that citizen, specialist and the government can have good collaborative relationship in participating in the policy through urban design cases. But, We need continuous effort to keep good collaborative relationship between citizen, specialist, and government in different aspect of position and situation.
