Decentralization in France can be summarized in three ponits: reorganization, significant skills transfer, as decreasing of state control and expanding financial auronomie. The construction of large system administration, strengthening cooperation between local authorities and the effectiveness of governance are important. New methods of contract highlights recently. We need to refer to the French case. It is necessary to advance a coherent decentralization policy particularly the reform of the administrative organization, the transfer of skills and financial resources, the expansion of aitonomie and strengthening cooperation.
