주민등록번호의 수집 금지 및 본인확인수단의 적용을 통한 개인정보보호방안 연구: 민간분야의 온･오프라인 개인정보 수집서식을 중심으로

초록
우리나라에서 사용하고 있는 주민등록번호는 국민을 식별하는 고유정보로 도입되었으며, 각종 분야에서 고객관리, 시스템운영 등을 위한 주요키 값으로 사용되고 있다. 그러나 정보서비스가 확대되면서 개인정보의 수집이 증가하게 되었고, 그로 인한 개인정보 침해사고가 급증하게 되었다. 더욱이, 개인정보 침해사고 중 50%이상이 주민등록번호를 도용하거나 악용함으로 인해 발생하고 있어, 주민등록번호를 보호하기 위한 대책이 시급한 실정이다. 이에 따라 정부는 주민등록번호의 원칙상 수집하지 않도록 법안을 마련하였고, 그에 대한 후속조치를 추진하고 있다. 따라서 본 연구에서는 민간분야 17개 주요업종을 대상으로 주민등록번호를 수집하고 있는 온･오프라인 서식을 조사하였고, 업무상 필요성, 법적 근거, 대체가능성 등을 기준으로 점검하였고, 불필요한 수집 금지 및 기존 수집상황에 대해서는 삭제하고 본인확인수단을 적용하는 등의 대책을 법･제도적 측면, 기술적 측면, 운영적 측면에서 제시하였다. 먼저, 법･제도적 측면에서는 법률 정비 및 강력한 처벌규정이 마련되어야 하며, 기술적 측면에서는 본인확인수단의 개발과 다양한 기술적 보호조치가 적용되어야 한다. 끝으로, 운영적 측면에서는 통합지원센터의 운영, 인식제고를 위한 교육 및 홍보의 확대 등이 필요하다. 이처럼 주민등록번호의 수집 근절과 주민등록번호가 갖는 고유업무의 효율성을 높이고, 본인확인수단의 보급･확산을 통한 개인정보보호가 이루어 나가야 할 것이다.
Abstract
The resident registration number(RRN) has been used for identifying koreans, managing customers, and operating systems in South Korea. But the abuse of RRN has rapidly increased and the incident was comprised over 50 percent of personal information invasion incidents. Therefore the government tried to make a law to prohibit collection of The resident registration number and is progressing personal information protection policy. This study researched collection status of RRN with 3 checkpoints(necessity of business, legal basis, transferability) in 17 business categories and suggested to improvement tasks in legal & institutional aspect, technical aspect and operational aspect. Finally the study tried to suggest policy tasks. In legal & institutional aspect the related law should change the standard to not collect RRN and to enact strong penalty. In technical aspect the alternative means should be supplied and security technologies be diversified. In operational aspect integrated support organization should educate and enhance people's awareness. Thus this study tried to apply alternative method of RRN to identify for efficient business.
