유럽연합의 유연안정성 모델: 유연성과 안정성의 균형 실험

The European Union has promoted the flexicurity model as an alternative to the flexibilization project of the liberal market economy model. It has been in controversy what the EU’s flexicurity model means. This study aims to identify the entity of the EU’s flexicurity model by analyzing what are the policy components of the EU's flexicurity model, how the EU tries to realize flexibiilty and security at the same time, and how the EU acheive and maintain the balance between flexibility and security. The EU proposes the flexicurity model as a strategy to deal with such challenges as the change of economic and industrial structure, the trend of globalization and changes in market situations, rapid change of technologies, the aging of the workforce and the weakening competitiveness of the European economy. The EU’s flexicurity model consists of four policy components such as flexible and reliable labor contracts, comprehensive lifelong learning system, effective active labor market policies and adequate social protection systems. The EU’s flexicurity model tries to serve the interests of capital and those of labor at the same time by balancing flexibility and stability as the Scandinavian countries have practiced. The EU has proposed the flexicurity model on the grounds that the flexicurity model is to enhance not only the efficiency of the labor market but also the productivity and performance of the economy. Empirical analyses have largely confirmed the EU’s arguments except the effects of the flexible labor contracts.
