This study intends to examine the association among total score and categorical scores orqualitative/ quantitative scores of the management evaluation system for public institutions, and toinvestigate the institution characteristics which are associated with scores of the managementevaluation system. The sample firms consist of state-owned enterprises and quasi-governmentinstitutions which get the management evaluation of Ministry of Strategy and Finance from 2008to 2012. Analysis using the evaluation data of 516 firm-year shows that score of the managementefficiency category has a greater effect on the comprehensive score than score of the leadershipand responsibility management category or the major business category. And score of quantitativeindicators makes more significant impact on the total score than that of qualitative indicators. Investigating the association between the evaluation scores and firm characteristics givesevidence that total score is significantly influenced by institution type. In addition, the large publicinstitutions with high profitability and growth are more likely than others to get the highercomprehensive score. Also, the comprehensive score becomes higher as the term of heads islonger. In the analysis of three evaluation category, institution types are significant over allcategorical models. However, other firm characteristics which are statistically significant varyaccording to the evaluation category. While the qualitative score is mainly affected by the firmsize, the quantitative score is influenced by the financial characteristics such as profitability,turnover, and growth. The results of this empirical study may be useful for designing more effective evaluationindicators and improving the management evaluation system for Korea public institutions.
