자동차등의 통행방법에 따른 입법론적 연구

It can be thought that the development of traffic culture is started from the consciousness of traffic culture. That is to say, the traffic culture includes both the convenience of its development and the anxiety of traffic accidents. The nation is introducing various ways to prevent accidents, to improve traffic flow and to inspire national consciousness for drivers in oder to develop the traffic culture. Despite these efforts, the reason to its slow growth is that to place a restriction is not effective. In our country, although a driver’s offense is regulated by the Road Traffic Act, the new system should be implemented as the offense is not reducing. It is urgent to introduce many new systems because the level of traffic culture have remained stationary and national consciousness of the culture is not high as although Korea ranks tenth in the production of automobiles. It is very useful to comprehend the legislative system of the Road Traffic Act and to look through the efforts inspiring the consciousness of the traffic culture for deciding the direction of law and composing the legislation to institute new systems from now on. This study makes a suggestion to provide the requirements for the improving the law analyzing the traffic regulation and for functioning as restraint of traffic offense.
