분권형 정당공천제의 도입 방안 연구

The purpose of this study is to analyze the political party effect on local government policy. To examine the relationship between political party effect and social welfare, the data of 224 local governments for five years from 2008 to 2012 were analyzed. The results were as follow. First, political party effect significantly influence the welfare policies of the local governments. In competitive political party system than noncompetitive party system in which one party dominate local council, the local government spends more on the social welfare. Second, noncompetitive party system than competitive political party system are showing a tendency to rise illegality and corruption involving local politicians. In conclusion, democratic politics is party politics. Since local politics is also part of democratic politics, political parties should participate in the local elections. In a bid to resolve major problems of Korean parties, if they intend to nominate candidates of local district councilors, citizens should have a stronger interest and more eagerly participate in the Korean politics and parties as well. In short it is active participation of citizens in Korean politics and parties, legalization of local parties and nomination of local councilor candidates by civic groups that will actively assure successful activities of parties in Korean local district councilor elections.
