증거에 기반한 형사정책의 발전과 국내 적용방향

This Study shows the process of a historical development in evidence-basedcriminal policy. So this study shows the developmental process of CochraneCollaboration in public health and the developmental process of CampbellCollaboration (which is its’ sibling) in education, social service, and criminalpolicy. The establishment of Cochrane and Campbell Collaboration and thedevelopment of a evidence-based criminal policy were come up by a public beliefthat policy had to be based on a scientific evidence, but the more important factoron evidence-based criminal policy was the prime minister Blair’s a stronginitiative who had to save governmental expenditures. In England, thegovernment of labor party, strongly, drove an evidence-based criminal policy,according to the principle that government supported only effective programs. Asresult, the various existing policies based on a conventional belief or a official’sopinion were suspected, and the scientific evidences on the effectiveness ofpolicies were emphasized. This changes in England had an effect on the establishment of CampbellCollaboration in United States in which governmental funding was given to moreeffective programs. This changes had an effect on a movement which made theirgovernment a more effective one in Canada and Australia. Finally, to enhanceevidence-based criminal policy in Korea, some implications is discussed.
