본 연구의 목적은 제2롯데월드 신축허가에 대한 정책결정과정에서 정책행위자들의 정책담론이 어떻게 생성되고 경쟁하면서 정책변화를 가져왔는지에 대해 정책담화모형적 시각에서 분석해보는 시도이다. 정책결정과정에 대한 일반적인 시각은 특정 정책행위자들의 다양한 정책이해관계들을 합리적으로 조정하는 과정으로 보는 반면, 정책담화모형에서는 정책참여자들의 담화적 상호작용을 통해 특정 정책이해관계들이 정당화하는 과정으로 이해한다. 정책담화모형은 담화(narrative)와 담론(discourse)을 대상으로 정책과정을 분석하는 후기실증주의적 방법론으로 정책실체에 대한 사회적 구성(social construction)을 이해하기 위해 시도되는 새로운 접근방법이다. 본고에서는 국방안보패러다임과 경제패러다임의 정책담론이 충돌하였던 제2롯데월드 신축허가사례를 대상하여, 동일한 정책문제에 대해 서로 다른 의미를 부각하여 자신들이 원하는 정책결정을 내리기 위해 정책담화모형(NPF: Narrative Policy Framework)을 어떻게 활용하였고 정책변동에 주요한 변수였는지를 살펴보기로 한다. 향후 정책담화분석모형은 제2롯데월드 신축허가정책과 같이 정책대립의 성격을 가지는 정책사안의 결정과정에 대한 유용한 분석적 도구로 활용될 수 있을 것으로 기대한다.
Abstract
This study introduce an analysis of policy narratives in the case of the construction permit process of 2nd Lotte World(skyscraper) using the Narrative Policy Framework. Narrative Policy Framework(NPF) takes a systematic neo-positivist approach to understanding the social construction of policy realities. The 2nd Lotte world project, which build a 123-story skyscraper landmark, was unable to obtain approval from government. Government has opposed the construction over worries about air traffic safety at the near by Seoul Airport. But the 2nd Lotte world project obtained approval tanks largely to the business-friendly policy stance. The central questions of NPF concerns what is the role of policy narratives in the policy process and what effect policy narratives have on the policy change. This paper review the policy narrative formation, the empirical role of policy narratives in the policy change in the case of the construction permit process and policy narratives's functions in the policy changes.
