환태평양 경제동반자협정(TPP) 참여에 대비한 품목별 관세 전략 수립에 관한 연구 : 일반기계산업의 사례를 중심으로

As Korean and Japanese government considered participation in TPP (Trans-Pacific Partnership) more positively, we suggested theoretical framework for Korean tariff strategies of TPP from the perspective of import, weight of import for export, domestic production, and export market share. In particular, we applied the theoretical framework to Korean machinery and equipment industry, which many scholars has concerned about serious economic impact when TPP goes into effect. We found that among 66 product items in the industry, it is necessary for 21 product items to open the market(reduce the tariff rate) for export competitiveness (cost competitiveness for export) and export market development. We also identified that 3 product items that achieved significant amount of domestic production but faced serious trade imbalance, such as semiconductor and flat panel production equipment, and proposed that government policies including delaying tariff elimination schedule and development of core technology are necessary for their competitiveness. Lastly, we classified 9 product items as potential hidden champion based on their relatively high level of market share and export competitiveness, as well as suggested relevant policy agendas, such as overcoming a non-tariff barrier, overseas market development and productivity enhancement. Our Study provides important initial theoretical ground for developing Korean manufacturing tariff strategies for joining TPP.
