국내 ICT 중소기업 연구개발(R&D)지원사업의 기술준비도(TRL)단계 변화유형별 효율성 분석

본 연구는 2008년과 2009년 중소기업청에서 시행한 중소기업기술개발지원사업 중 정보통신산업분야 에 참여한 국내 중소기업 227개 기업의 2005~2012년간 재무제표 자료를 수집하여 정부연구개발사업 지원 전후 시점간 기업의 효율성 개선여부와 함께 기술상용화를 위한 기술준비도(Technology Rediness Level)별 효율성을 추정하였다. 국가연구개발사업 전후 시점간의 효율성 추정을 위하여 DEA window 모형으로 추정하였고 기업의 기술상용화를 위한 기술준비도단계 변화 유형을 4개 유형으로 구분하여 각각 효율성을 구하고 각 유형별 영향요인을 도출하여 기술준비도 유형별로 차별화된 연구개발지원 정책의 함의를 도출하고자 하였다. 결과에서 정부지원 전 시점인 2005년~2008년 대비, 정부지원 후 2009년~2012년에 정보통신산업분야 기업에서 정부의 연구개발 투자가 기업의 상용화를 초래하여 기술상용화 생산물의 산출구조나 생산요소의 투입구조에 영향을 미쳐 기업의 효율성에 변화를 초래한다는 결과를 나타내고 있다. 또한, 정부연구개발사업은 기술준비도(TRL) 유형별로 상이한 효율성 효과가 존재하는 것으로 나타났으며 특히, TRL 변화유형 중 상승지속형, 하락지속형, 상용화 확대형에서 효율성 개선 효과가 존재하는 것으로 나타났다. 이는 각 유형별로 영향을 미치는 요인이 상이하므로 연구개발과제 선정 시 정부의 차별화된 지원 정책이 기술상용화를 촉진하는 중요한 요인임을 의미한다.
Abstract
The purpose of this study is to analyze how national research and development projects which have increased rapidly affects to the task performance of small and medium-sized enterprises, and how those expansion of national projects has a positive(+) impact on the enterprises' financial efficiency. In this paper, I analyzed the efficiency of the enterprise is based on both the technical perspective and financial perspective. Estimating the DEA window model to estimate the efficiency between the points of the National Research and Development Project around Technology Readiness Level for commercialization of technology companies divided into four types, to determine the efficiency, and to derive the impact factors of each type, an attempt was made to derive the implications of the research and development support policy preparation of technology was also differentiated by type. The results, as compared to 2005-2008 is a point of support before the government, support after the government, in the field of information and communication industry of 2009-2012, research and development investment of government promote the practical application of enterprise shows the results to affect the input structure of production factors commercialization of technology, and production structure of the product, that results in a change in the efficiency of the company.
