지역차원의 비정규직 고용실태와 제도개선 방안 : 전북지역을 중심으로

본 연구에서는 전라북도의 비정규직 실태를 중심으로 지역 내 고용현황의 특징을 파악하고, 기타 지역에 비해서 전라북도 비정규직 규모가 상대적으로 큰 원인 및 지역 내 비정규직의 동태적 특성 등을 분석하여 지역차원에서의 비정규직 축소 전략과 차별해소를 위한 대안을 모색했다. 지금까지 비정규직에 대해 전국적 상황을 중심으로 한 분석이 다소나마 성과가 있었던 데 비해 지역 내 비정규직의 정확한 실태에 대한 자료의 축적과 체계적인 분석은 상대적으로 취약했다. 따라서 지역 내 고용시장의 특성을 이해하고 이에 기반을 둔 비정규직 대안 도출은 지역 내 양극화를 개선하고 지속 가능한 지역발전모델의 개발에도 기여할 수 있을 것으로 기대된다. 분석결과 전라북도는 농림어업 비중이 다른 지역에 비해 높고 서비스업 부문에서 사업체의 영세성·취약성으로 인해 비정규직 비율이 높은 편인 것으로 파악되었다. 지역고용정책을 위한 정책 제언으로는 공공부문 내 비정규직 문제 우선해결, 지역차원의 조례제정, 비정규직의 근로조건을 개선하는 기업들을 대상으로 ‘우수기업 인증제도’의 도입, 공공조달과 비정규직 근로조건 개선의 연계, ‘고용공시제도’의 확대적용, 중소·중견기업 지원프로그램의 활성화 등을 제안하였다. 그리고 지역 내 고용‧노동정책의 효과적인 시행을 위해서 지방자치단체의 정책과 중앙정부의 지원을 효과적으로 통합하고, 지역사회의 다양한 주체들의 참여를 지원할 수 있는 상설적인 기구가 필요하며 나아가 지역수준에서 새로운 노사정 관계의 재정립이 필요함을 제시하였다.
Abstract
Since the 1997 Asian financial crisis, the number of nonstandard workers in Korea has been continuously growing. The problem of nonstandard workers in the labour market is one of the most critical issues of Korean society. Whereas this issue should be thoroughly examined in order to seek for appropriate solutions for the problems, the study of the employment status of nonstandard workers at the local level has been overlooked. Taking this into account, this study aims to explore the employment status of nonstandard workers in the Jeonbuk Province, and seeks for policy alternatives to resolve problems that have recently emerged. The study finds out that since the Jeonbuk Province is reliant upon the agricultural industry and proportion of nonstandard workers in the region is much higher than elsewhere. Based on the main findings, the study suggests policy alternatives to tackle the problems of nonstandard workers in the local labour market as followed: to put a top priority on resolving the problems of nonstandard workers in the public sector; to issue a local ordinance to improve the general status of nonstandard workers; to provide incentives to the companies which improve the working condition of nonstandard workers, and, last but not least, to support healthy small and medium-sized local enterprises.
