헌법교육 프로그램에 대한 비판적 고찰

초록
본 연구는 S기관에서 운영하고 있는 헌법교육 프로그램을 비판적으로 고찰하고, 초․중․고 학생들에게 적합한 헌법교육 프로그램의 개발 방향을 제시하는 것을 주된 목적으로 한다. S기관에서 현재 운영하고 있는 헌법교육 프로그램을 분석한 내용을 정리하면 다음과 같다. 첫째, 초등학생 대상 캠프와 고교생 대상 캠프는 캠프의 목적에 부응하나 중학생 대상 캠프는 조금 미흡한 것으로 나타났다. 그러나 학습의 분량에 있어서는 초등학생 대상 캠프나 중학생 대상 캠프가 다소 많은 것으로 파악되었다. 둘째, 초등학생 대상 캠프와 중학생 대상 캠프 프로그램은 내용상 서로 유기적으로 연결되어있다고 보기 어렵다고 판단된다. 셋째, 초등학생 대상 캠프와 중학생 대상 캠프 프로그램 모두 헌법교육 적합성이 부족하다. 헌법교육 프로그램이 하나이거나 다른 법들을 모두 담아내려고 하였다. 넷째, S기관에서 실시하고 있는 헌법교육과 관련된 프로그램을 통하여 학생들에게 어떤 변화가 있었는지를 알 수 있는 효과분석 자료가 없다. 따라서 첫째, 헌법교육 프로그램이 보다 발전적인 법교육을 실천하기 위하여는 법의식의 변화를 확인할 수 있는 구체적인 헌법교육 프로그램을 개발해야 한다. 둘째, 헌법교육 프로그램의 질이나 운영의 효과를 확인하려면 단순히 학생들의 만족도 점수로만 평가하기 보다는 학생들의 법의식 변화를 인지할 수 있는 효과 분석의 틀과 방법을 정립해야 한다. 셋째, 민주적 기본질서를 규정하고 있는 대한민국 헌법의 의미나 중요성을 반영하기 위해서는 헌법교육 프로그램을 더욱 더 다양화하고 내실 있게 운영해야 한다.
Abstract
The purpose of this study is critically to examine the contents of constitutional education program. This study has performed investigations into the literature. Subjects of this study were constitutional education program of S institute. This study is based on three analysis criteria : the object-fitness of camp, the mutual association of programs, the fitness of constitutional education. The main results of this study are summarized as follows :First, law-exploration camp for elementary students and a law-governed country camp for high school students answered the purpose of camp. But law-love camp for middle school students don't. Second, It was not the mutual association of programs in law-exploration camp for elementary students, and law-exploration camp for elementary students. Third, the fitness of constitutional education was insufficient in law-exploration camp for elementary students and law-love camp for middle school students. Fourth, there was not effect analysis data in constitutional education program.
