우리 경제의 고용과 성장 간 관계의 구조변화 가능성에 대한 연구

초록
본 연구는 1980년 1분기~2013년 4분기 기간의 우리나라 고용과 GDP 간 관계를 공적분 검정을 이용하여 분석하였으며, 특히 산업별 고용과 부가가치 간 관계의 변화와 산업간 생산 및 고용의 이동에 따른 구조변화 가능성에 초점을 맞추었다. 상대적으로 짧은 시계열로 인한 낮은 검정력과 오차 크기 왜곡의 문제를 보완하고자 다양한 공적분 검정방법을 적용하였으나, 검정방법에 따라 다른 결과가 나타나는 등 고용과 GDP 간 관계에 대해 혼재된 결과를 얻었다. 한편 구조변화를 감안한 공적분 검정 결과는 서비스업에서 1987년을 전후한 구조변화를 고려하는 경우 고용과 부가가치 간에 안정적인 관계가 존재하는 반면, 제조업과 SOC 부문에서는 구조변화를 고려하여도 안정적인 관계가 존재하지 않는 것으로 나타났다. 경제 전체의 고용과 GDP의 경우 1987년 또는 1997년을 전후한 구조변화를 고려하면 안정적 관계가 존재할 가능성이 부분적으로 관측되었다. 산업별 분해 결과는 제조업에서의 고용과 부가가치 간 관계의 불안정성에도 불구하고, 서비스업이 제조업에서의 고용 축소를 완충하며 경제 전체의 고용과 GDP간 관계가 유지되었을 가능성을 나타냈다.
Abstract
This study examines the long term relationship between growth and employment in Korea for the period of 1980 and 2013, focusing on the possibility of a structural change. While only mixed results are found for the cointegrating relationship between employment and GDP for the whole economy, more favorable evidence are found when a structural change at 1987 or 1997 is allowed. The cointegration tests in industry level allowing for a structural change suggest that a long term relationship between employment and value-added holds only for service industry. Unstable relationship between employment and value-added in manufacturing and SOC industry seems to contribute to the mixed results for the whole economy, while the service sector has helped in stabilizing the relationship between employment and GDP by absorbing released labor from manufacturing industry.
