노동조합이 기술혁신에 미치는 영향: 패널자료 분석
Labor Union and R&D Investment: Evidence from Panel Data

우리나라 377개 상장 제조업체의 10년간 패널자료를 구축하여 노동조합 조직 여부 및 노동조합 조직률이 연구개발강도(R&D intensity)에 미치는 영향과 그 경로를 추정하였다. 분석 결과 당해 연도(t기) 노조변수는 연구개발강도와 정(+)의 관계가 나타난 반면, 직전 연도(t-1) 노조변수는 관계가 없었다. 노동조합 조직률의 경우 당해 연도 및 직전 연도 변수 모두 연구개발강도와 유의한 부(-)의 관계가 나타났다. 노동조합 자체가 연구개발투자에 미치는 영향은 일관성이 없지만 노동조합 조직률은 연구개발투자와 일관된 부(-)의 관계가 관찰되었다. 노동조합이 연구개발투자에 미치는 영향의 경로 추정과 관련해서 노동조합이 인당 인건비와 인당 부가가치에 미치는 효과를 분석하였다. 분석 결과 노동조합 및 노동조합 조직률은 당해 연도와 직전 연도 변수 모두 인당 인건비와 유의한 정(+)의 관계를 보인 반면, 인당 부가가치와 관련해서는 노동조합 조직률의 직전 연도 변수만 유의한 정(+)의 관계를 보였다. 노동조합은 인당 인건비를 확실히 증가시키지만 이를 상쇄할 만큼 노동생산성을 증가시킨다는 근거는 확실하지 않다. 이상의 분석 결과가 갖는 함의와 추후 연구 과제를 제시하였다.
Abstract
Using panel data of 377 listed Korean manufacturing firms (for ten years: 1998-2007), this study examines the relationship between labor unions and technological innovation and the path of which labor union affect technological innovation. We used R&D intensity, the proportion of R&D investment among sales value, as the index of technological innovation, and used union presence and union density as the labor union variables. The findings are as follows;Union presence is positively correlated with R&D intensity, but lagged variable of union presence(uniont-1) shows no relationship with R&D intensity. Both union density and lagged union density are negatively correlated with R&D intensity. Both union presence and union density are positively correlated with labor cost, and lagged variable of both union presence and union density show the same relationship with labor cost. Only lagged variable of union density is positively correlated with labor productivity and all other labor unions variables show no relationship with labor productivity. Theses results are consistent with the Hold-up model, which suggests that labor union adversely affects firm's R&D investment and rent-seeking activities of labor union act as a tax on technological innovation. Finally we suggested the implications of our findings and proposed research questions.
