The Nuclear Liability Subsidy and Its Implication on the Economics of Nuclear Powers

Nuclear liability and compensation arrangements are effective in internalizing theexternal costs of nuclear accidents. This study examines the financial cap on nuclearoperator's liability. Beyond this limit states have a legal responsibility for the damagecaused by nuclear accidents under their jurisdiction. Nuclear operators benefit fromthese liability limits and thus they can be regarded as a nuclear subsidy. Nuclearsubsidies, through limiting operator's liability, result in negative policy outcomessuch as moral hazards with regard to operators and the exaggeration of thecompetitiveness of nuclear power. In particular, this paper reviews thecompetitiveness of nuclear power by examining the external costs of nuclear accidentsand nuclear subsidy issues.
