이주노동자와 일자리 : 에스니시티에 따른 산업·지역분포와 저임금 노동

이 논문은 이주노동자와 국내 노동시장의 상호관계를 일자리의 측면에서 고찰한다. 통계청 2012년 자료에 따르면 국내 이주노동자는 전체 임금노동자의 약 5%로 무시할 수 없는 규모이며 에스니시티별로 종사산업과 지역분포가 상이하다는 특징이 있다. 북미유럽계는 서울, 경기지역의 교육서비스업에, 중국인은 서울, 경기지역의 제조업과 숙박 및 음식점업에 많이 분포하는데 특히 한국계 중국인은 전체 이주노동자의 45.74%를 차지하므로 에스니시티를 고려하지 않을 경우 이들의 특징이 이주노동자를 과대대표하게 된다. 한편 동남아시아계는 경기, 경남지역의 제조업에 압도적으로 밀집되어 있어 국내 공업단지분포와 유사한 양상을 보인다. 종사산업에 따라 아시아계와 북미유럽계의 임금범주가 상이하게 나타났으며, 농림어업은 전체 임금노동자 대비 이주노동자 비중이 특히 높아 국내 노동시장의 구조가 이주노동자 유입에 영향을 받고 있음을 알 수 있다. 따라서 산업과 지역으로 재구성한 ‘일자리’를 분석단위로 하여 일자리 임금, 최저임금 미만율과 해당 일자리의 인적구성 간의 관계를 살펴보았다. 분석결과 지리적 고정성으로 인해 약한 교섭력을 갖는 취약계층인 여성, 고령자, 저숙련 이주노동자의 비중이 큰 일자리일수록 저임금 비율과 최저임금 미만율이 높다.
Abstract
This paper provides a sketch of the interrelationship between the Korean local labor markets and migrant workers working there. We use the data from Regional Employment Survey and Foreign Employment Survey provided by the National Statistics Office. Our major finding is that different industries and local labor markets are characterized by ethnicities. It follows that different ethnicities have different wage ranges: in particular, ethnic North-American and European migrants are not paid less than Korean workers. We have also found that migrant workers have weak positions coming from the limitation in mobility due to the Korean Employment Permit System (EPS) - this is similar to the case of female and aged workers who are considered vulnerable groups because of their geographical fixedness. This implies that in the jobs where there are more female, aged and migrant workers, the wage rate is lower and the rate of compliance to the minimum wage is also lower.
